I'll answer the second one for you.
How the heck do you want him to choose between two people who mean a lot to him but for different reasons? This is like telling you choose between your mother or friend/lover? It's crazy talk. Unless they were romantic partners for him than i would understand how you would get annoyed for him not choosing. But come on, Takara was his best friend someone who mean's a lot to him. They were as natural as air it self. On the other hand, Ayako was his sister but kind of close to being his mom. Out of all his family members and rough childhood he had, no one treated him with love and he grew up like that for a while until he finally lived with Ayako and her family. Ayako took care of him and raised him that's why he had a sister-complex. The reason why when it came to Ayako he disregarded Takara a lot was because his love for Ayako ran deep, it's understandable cause i grew up with the mentality that family comes first. He apologizes later because he realized he is being to harsh on Takara. He loves them both but for different reasons, so their shouldn't be a reason why he has to "choose". Their both important to him and it should remain that way.
To answer your first question, I think it's how you want to interpret it. I've re-read this so many times and what I think their relationship is is that they are more they just purely best friends than any other best friend you or I would have--a bond that you just can't break. But do I see them falling in love? I don't know. I could see them being together for a long time and eventually die old together, but not be together in a relationship and maybe not even have a relationship with anyone else. But at the same time, I can see Kiyomine or Takara having a relationship with a girl and either one of them would be supportive of each other (of course it would take some time for Kiyomine, but I do see he would only wish the best of happiness for Takara and would accept the girl).
In all honestly, I find putting their relationship into words is very hard to explain. Their relationship is truly beautiful that no amount of words can explain the friendship or even love they have for each other. Their relationship is expressed through their action (like how Kiyomine expresses his way of apologizing to Takara. He won't stay it sometimes, but it's there through his actions). So I find it can be hard to decided what their relationship is exactly. But you know, I'm content with just that--leaving it to the unknown and be satisfied with what is given to me.
This is what I think at least. But's it's fine to be confused what their relationship is. Even I am left unknown to what their relationship is exactly sometimes (even in her other series). That's just how Abe Miyuki writes, and I love it for that.
It's refreshing to read your opinion. All of us are quite confused about the real status of their relationship and have their own interpretations. In my case, I just couldn't see them with any other person, be it male or female, as long as they have each other. Both are content of their current status/relationship. I can imagine them not admitting to each other that what each of them feel is romantic love but, still, there is love. I do think that they love each other as a person and believe that it has a greater meaning to them both than making it an official romantic relationship.
I do want to have a clear ending for this. I keep on hoping for more.

chill..we all know that ayako is the most important person to kiyomine..what i mean is for once,just once,..when given the chance to choose between ayako and tahara..who will he choose ? with my question #1 was just secretly wishing that he would choose takara over ayako even if it only once..
and with regards to that choosing a mother to a lover..i've already read something like that and he choosed his lover.take note.he also love his mother very much.

2. since kiyomine likes takara and ayako..i patiently waited and hoped that theres a moment where kiyomine needs to choose between ayako and takara.I mean seriously choose between those two.
3. it's so hard for me to accept kou-san and ayako being a couple,why? because i want kou-san for myself only.hahaha...he is just so damn Good looking and pretty hot..
