Karino from Caste Heaven appears pretty evil, though there is a lot we don't know. I think other semes in that series are evil but it's a matter of interpretation. (To some, nice on the surface and smiling is "nice"). Every seme I like is flawed, but so far none are full on evil without some hint of grace somewhere. Good luck with your search.
I've been cheating with a TV show (and book series) ship and they do not even have a manga. They do have Harry Shum Jr in the TV version though. He makes it work. Sadly for you, he is not at all evil. Not really.

Finder used to be my #1. Asami used to be my #1. But lack of update makes me finding another one. I reread other manga instead Finder. When I heard "No update til XXX for Finder", I will reply " Uh..ok.as expected" while fangirling other manga / character / seme. Still annoyed by the news but it's okay.
But I know, the time when Asami back, he will snatch away the #1 easily. And makes me forget about "my current love". But if the curse of " Super slowwww update" comes again, slowly others will take away the #1 again.
That's my only way to keep my love from Finder or else I would hate sensei or the manga till I dropped it because of lack update. LoL
