Yeah, I read it loooong time ago:
It's about two young boys who lives... on the slums of their city? The slums are kinda apocalyptic, and they both have powers, the blonde one is like the king of the electricity or something xD
They also have a blind girl friend who plays violin...
The art style is old school, I think is similar to Black Cat? Asdfghds confusing memories sorry :c
