You can buy yaoi mangas and smut mangas at book stores here in the USA. Therefore, no, it ain't illegal. However, I believe you have to be 18+ to buy it.
What IS illegal in a lot of countries is to read manga online for free (this is like watching a movie online without paying for it), but I also feel the popo aint got no time for those kind of petty crimes
Also, if you're underage the process is different. Law usually overlooks crimes committed by kids.
