A beginning would be that those of Marley will accept that the Eldians are humans, and the Eldians themselves will fight for those rights... At least those on the walls made it clear that they were treated and saw themselves as humans, even when they fought, and they died ... "All for the survival of the human race!" Even when their enemies were people and not titans (When Historia become the queen), they were treated like humans. Instead, the Marley treat the Eldians as bombs, weapons, tools, and monsters... And the Eldians have to act as if they deserve something worse, and are grateful for those conditions... I don´t say there has to be a bloody revolution, but the beginning would be for the Elders to fight for their human rights, and demand the Marley treatment. How do they want the world to treat them as humans, if they themselves do not stop seeing themselves as monsters?
