Actually, though some if it is fan service, there is some science behind the idea that men would have more sensitive nipples/breasts. Infants, regardless of karyotype, start out with more or less the same breast tissue. The natural release of hormones as we age is what causes changes. As some have already noted, there are the same number of nerve endings; what they are not accounting for is that this means that the same number of nerve endings can be spread out over different amounts of tissue. Men generally having rudimentary/minimal breast tissue and smaller nipples (because nipple and areola size are primarily related to breast size, and to a lesser degree other factors) means that the nerve endings in a more concentrated area. Ergo greater sensitivity. Likewise, women with very large breasts tend to have much less sensitivity.
