Nah doesnt seem like a conincidence...given how popular Kuroko no Basket is..even Lucaon's design seems to be based off Xanxus(from KHR)
Anyway, this isnt the first time a manhwa artist has based their characters off manga charactets so it's not really a surprise.
One more thing, the reason why I am so sure Kyon is based of Kuroko is not just because of their looks, even their personalities are really similar. Hope you dont get so offended.

I do agree that they are both cute and are quiet similar but they are different in the cuteness.Both are super adorable but they are different principally because of the style of the 2 series ( kuroko no basuke and Royal servant )that go in completely different ways... but it's ok to have a preference but u should see both for say that one is cutter lol (づ￣ ³￣)づ
