Yeah, with the whole tatami mats and Japanese-style brothel, I thought it was in the past too. But seeing as there's modern cars and hospitals and buildings, I would deem it present.
Definitely the past. It's the Edo period, so anywhere between 1603 to 1868.

At what year is this story taken place? Is it in the past or the present day? The seventies?
