Yes Mei is in love with Misato when he realised How much he hurt him but in the past, he was always kind to him knowing he was in love with Satoshi.
Misato thought Mei felt in love with him because of his kindness but found it was not the case. I think Misato lost hope because he was deceived twice, it's a really painful love and Mei does not want to release him. He's so selfish
Poor Misato, look at his eyes, he's obviously been crying... he falls in love with the person he has been trying to use to get revenge on the person who stole his first love, only to discover in the prequel that Mei loved the other "Sato," Satoshi, all along... Mei knows after seeing the poor, lonely Misato that he has ruined things, and now Misato feels all alone, miserable, and with nobody to turn to, because he's still with Mei because he loves him, even though he believes Mei still loves Satoshi... and (according to my interpretation) Mei realizes that his love for Satoshi is dying as he starts to love Misato... and is now just waiting so that Misato can realize that Mei does love him, and they can actually start a proper relationship.
