According to Yuri Naptela, it is true Mursilis banish Yuri (his lover) from the palace because he couldn't reign over his kingdom without her dying first. But because he banish her from the palace she also died and later on the Hittites ruin began.

I can't be much of a help to you. I don't remember reading such parts about Kail banishing Yuri. I always thought that they both lived happily ever after.
I think the reason might be as mentioned that he wanted to take command. But it can't happen since Yuri had the command, and is the Ishtar.
So, he might have banished her knowing death will be awaiting to take the command after she dies. I remember reading in a book that Mursilis had numerous children from different women and that after hi reign the Hittitie Empire went to ruin. Maybe similar to the real person, the fictional character's life and kingdom is synchronized to make it tragic.
Since this is a romance manga, no way the love between Kail and Yuri will be painfully realistic as that. So, I think that Kail might have wanted to send her back to her world, though the temples to send her back was destroyed.
Other reasons might be that many events might have occurred, given the countless problems Yuri faced since coming to Hittitie, that the mangaka didn't give stories into what happened after they became a happily married couple with children, that led him banishing her in order to protect or
something sugary along the line. The people in the court might have interrupted it as such.

thank you but i read on a other sites that the people who translate it made a mistake of just fucking with us. this is what one of the sites said " I want to correct a SERIOUS translation error in Anatolia Story’s little side chapters. This page was translated to make it sound like Kail banished Yuri out of greed and a desire to rule the country. Anyone who’s read the manga knows how much Kail loved Yuri and that he’d never do such a thing…and he wouldn’t. It was translated wrong. This is how it (and the following page) should have been translated.
