You sure that's what they meant in this context? I don't know, it seems like a strange thing to point out...wouldn't that consequently mean semes can't be bi? Also the phrase "Semes don't eat cake" kinda makes it sound like ukes DO, and I'm not sure that makes sense. I took it more literally, since it's true that there are not that many semes who are into sweets and it's usually uke material (though I do think I have seen semes eat cake after all ^^)...I may be wrong though.
Mmmm...most semes are not bi, some are, but this handbook image that we are taking the quote from implies that the couples are strictly gay ... I am not sure if you have seen all the images, but it does draw from most of the common tropes that if you are a seme, you do not like women sexually.

Yeah, some of them are silly, but that is what makes it fun, and some of them are meant to be a little sarcastic (I think). BTW in one of senseis interviews, and in the the character interviews she, and it, both indicate that Asami does not like sweets, so this is a double (or maybe triple) entendre.
What 'bout: originally straight guy, becomes suddenly a Seme. He already ate cakes in the past. And as a newly born Seme, I'm sure he won't stop eating cake. For all I know he might use it to 'eat' his uke instead haha
