It wouldn't work unless you have a titan shifter Armin could eat. That's how Ymir and Eren became shifters after being exposed to the serum, they consumed shifters. Ymir ate Bert and Rein's shifting friend, Eren ate his shifting father.

My question is, seeing as to how Refiner and Berthold's reaction times are on point, how Armin, of all people, would manage to eat them in a brainwashed Titan form?
A Titan can't east a shifter Titan while it's shifted and gain it's abilities. The Shifter has to be in human form.
I honestly think the better candidates are Mikasa and Levi. Their Titan forms would be much more helpful.
