Well, it reflects world history. Girls were married off to older adult men. Wasn't Marie Antoinette 13 when she was married off?
I thought it was a little creepy too and it's sometimes to embarrassing to continue on reading but I love this manga so much I have to keep reading forward.
I think Fortis' attraction can be justified since Luna is acting waaaaaaay too mature for her age. But the whole age difference thing is just creepy at this point.
