Not a bother at all :). His name is Momotarou Mikoshiba and he's from Free! Eternal Summer which is the second season. The name of the first season is Free! iwatobi swim club (so watch that one first if you are going to watch it). Also, my profile picture does not happen in the actual anime, but it's from an extra episode. Hope that helps (●'◡'●)ﾉ

It's most likely a novel illustration (it says on the side Uei Shiang which is a publishing company that does Manhua novels and mangas). It could be from a manga, but I didn't find anything. So it's either not translated (or at least not that i'm aware of) or just a novel. Hope that helps :).
