But what he’s implying isn’t that the purpose of the association is to keep other guilds and awaken people in check. They are like the police for the awakened, since regular people are weak and can’t really enforce the law in them. So the chairmen is essentially saying that he’s giving him an option to be someone who enforces the law instead of him joining a guild and fighting as a vanguard against the gates. The association and the guilds are like two jurisdictions of awakened people.
