So here's what I think. It is confirmed that Jesse actually does need and rely on Law, but that doesn't mean that Law isn't that way about Jesse. Law relies on Jesse relying on him. Law needs Jesse to need him. What I've gotten from the most recent chapter is that he's so scared that Jesse will decide he actually doesn't need Law. We can see from Law's expression that he looks bothered when Jesse was talking about Rosalie.... I would say that's from being insecure and even scared. Law is afraid that Jesse will decide he doesn't need him after all, and maybe will even choose someone over him.... like Rosalie. For years Law's parents have pushed him to get close and befriend the young master.... now that is all he knows and has even become attached to Jesse. If someone was to come around and take that position.... Jesse.... from him, Law would be lost. From all this brainstorming, I would say that Law is going to create Moritat out of fear and as a way to keep people away from Jesse and him solely to his self. I could be wrong though.
