The whole point of his character is to show that "monsters" have motivations and empathy just like many of the top heroes have ill intentions and are "monster-like." Garou is like Capped-baldy in that his morality can only be understood by people he has directly interacted with and his public image is corrupted by stereotypes and (good or bad) popularity.
Garou only wants to become stronger by Trying to ONLY fight "heroes," or martial artists, people who have CHOSEN to fight for a living. Compare this to some heroes such as Tornado who is a hero only because of BOREDOM, and doesn't really care if the public is killed or hurt in the process.
Honestly I would call him a neutral-leaning chaotic good, rather than evil because of this.
...garou didn't use the kid as a human shield and even asked the heroes not to shoot at the hut. i thought that was surprisingly admirable of him so mad props to him for that lol (๑•ㅂ•)و✧
