For anyone wondering, no Chowon cannot get pregnant with the Beta Guy. The author has stated multiple times on her twitter that Betas are "normal people" and cannot impregnate other omegas or alphas (not sure if just same-sex couples or all couples).
i think a male beta can still get a female omega pregnant as she still does have female reproductive organs like a beta females except that it's wayyy less likely for a beta male to impregnate the omega female than a beta female. same thing if a beta male were to be with an alpha female

Depending on the story, the alpha, beta, omega dynamic will likely be different based on what the author wants. In this story, the author has already stated that male betas cannot get male omegas pregnant. So, chowon won't be getting pregnant with his beta partner.
But then why suggest a condom then

Probably because it's really intimate to have sex without a condom, or perhaps the clean up afterwards. Also, Chowon says something like" Don't forget the condom just because I'm an omega". Meaning just because you can't get me pregnant doesn't mean you don't have to wear a condom.

The backstory is that: The main character and his brother are identical twins and one day they are in their apartment when a fire or something dangerous (?) happens. The Main character and his twin end up passing out (?) and the Twin's boyfriend tries to save them. The only problem is that the Boyfriend thought he was saving his boyfriend (the twin) first but ended up saving the main character first. The other twin ended up dying. Basically emperor still loves the empress but was abused by his mom and also he can't have children but he didn't know that he thought the empress couldn't have children and so he took rashta in so she could bear a child and it then it would be their own and he would throw rashta away. ....Still trashy but his back story is very very sad so yeah. have fun!

There isn't a specific chapter because even after he finds out she denies it all the way to her court sentencing which is ch 197 so yeah
I believe after she is sentenced for "committing the sin" she is dragged away by the guards and the emperor kind of just throws her away and is sad.
