I'm kind of on the fence with this. I think it's cute, and rather unconventional how they don't establish their relationship (so uke isn't obliged to only sleep with seme, but he also doesn't have the right to get jealous over seme's sister) and I don't know if the story is so one-sided (as in we only see uke's perspective), but I thought the seme was a bit of a jerk. He was scruffy, cheap and totally mediocre, opposite of the uke like I get opposites attract but uke is out of his league.
