Just like the doujinka noted, it takes place a few months after ep 12, before Yuuri goes to Russia.
Victor could finally come back to Japan to meet up with Yuuri and now they're once again caught up in their own lovey-dovey world.
I reread this much more than I'm willing to admit xD

NOT TRANSLATED...but who needs English to realize this is a masterpiece? The emotion pouring from each panel is so raw that I can already hear Gordon Ramsay shouting xD I couldn't understand a word but I already know it's better than 90% of the YOI djs I came across.

It's genuine and the author obviously has a good grasp on Victor's character, providing a loving characterisation of Yuuri through Victor's passionate eyes.
