To keep a long story short, Moriarty, portrayed as the calculated nemesis of Sherlock Holmes, creates a stage to clean up the dirty actions that occur under the noses of the masses by setting himself as the mastermind.
Although thought to be cute in the beginning, as it continued, I realized that Fukusuke was anything but lighthearted in his intentions to monopolize Shoukichi. There is no guilt placed in his actions and with the open ending, we are led to believe that he does in fact reach his goal following the ending of the story.
