People followed I need more female protagonist where romance is not THAT important page 1

Why is it that when going through the action genre, every single protagonist on the cover is a guy... I can even look at some of the covers with a woman at the center and KNOW that there is a male POV...

There will be some stories that I include that have male protagonists but the women are treated as actual characters that influence the plot.
