SO FLUFFY! It's about fluffy rabbits and an uke who's like a fluffy rabbit who meets a salaryman with a super scary face, but a kind heart and an obsession with fluffy bunnies. Need I say more? Anything by Kanda Neko is pretty much guaranteed to put a huge smile on your face.
A personal favorite with more substance than some of the other manga on this list. However despite the cop/robber dynamic it never really veers far from fluff and comedy. Ueda is an exceedingly ordinary guy working at a small local police station, until he meets yakuza Gotouda Aki who suddenly confesses to him.
Cute romantic comedy about ridiculously unlucky Satou Hiroshi and baseball otaku Tsumabuki Kasumi.
Okay except the 1st chapter which has attempted rape (not between the main couple), it's all happiness and fluff. The seme is so innocent and precious! <333
Tsukasa is the school's "Prince" and it might have gone to his head just a little bit, but for some reason he's going out with the plain Shinta, who much to his frustration won't make any moves on him. Cute and fluffy!!

3 different couples w/ 3 chapters each and an extra about two side characters. It's rare that I love all couples, but they are all just so sweet and precious. Wish there was more of the last one in ch.10. T___T
The first volume is pure fluff, but the 2nd onwards introduces some unnecessary drama and breakup that could've been easily solved just by talking to each other. And the plot gets kind of hard to follow to for some reason. But I'll keep this here, because I've read and reread the 1st volume many times and it's nearly perfect.
