I think it's because, the way their age system works is: everyone born under the same year is the same age. Example, in America, we go from the month/day of our birth to the following month/day of our birth and we've officially completed 1 year.(7*14*1995-7*14*1996) Whereas with them, it doesn't matter what month you're born in, you're all the same age. So if the twins were born on the night of a new year, say one is born the last minutes of December 31st 2018, the next day he's already one. And the younger twin born the first minutes of January 1st 2019 has to wait until the next year to be 1. (My assumptions based on cultural age systems)
