I think it's more realistic that ioi hesitated to be the bottom ,even takami felt the same way initially. The only difference is while takami decided that his role does not matter as long as they do embrace each other, he relented. But ioi couldn't. I don't believe it's because he loves him any less other is sexist because in EP 2 he himself thought he could agree to be the bottom.
