Basically, this is a case of a stupid innocent empress. She handed over all the power and responsibility to others and trusted the wrong people. If I'm not mistaken her harem is filled with people she saved but the perception has been given that she's a lustful mess. She doesn't even know what a man and a woman do together, Her harem consists of motivational eye candy, at least that is what most of them are for her. She appreciates beauty but is genuinely ignorant. Also, all the information about the one person who genuinely loves and supports her was provided by the people she surrounded herself with so she doesn't trust him based on their say so.
