Why the fuck wouldn’t it? People are allowed to do whatever the fuck they want to be happy in their own skin, and if they enjoy cross dressing they can cross dress.

what do you mean by "works"? as in the person can pass by as the opposite sex while wearing "feminine/masculine" looking clothing (put in quotes because people can wear whatever they want as long as it's respectful but some clothes more commonly associated with one sex)? if yes then that would depend on the individual person's body features.
