BL is an UMBRELLA TERM for all things, 100% sex or 100% no sex.
Yaoi is also "technically" an umbrella term- in the initial introduction to western audiences, many readers referred to BL as yaoi and confused the terms, giving it a purely connotative definition.

The difference between shounen ai and yaoi is that there is no actual sex shown in shounen ai whereas it is shown in yaoi. In shounen ai, you are shown the before and after sex but not the actual sex. Also, shounen ai translated is boy's love. (Shounen= boy, ai=love). Same as shoujo ai is translated as girl's love. (Shoujo=girl, ai=love)
