So someone keeps knocking on my fucking walls from outside and looking through my window at me. My parents are frequently out of the house and I'm not really capable of self defense. I've called the cops 3 times now but they've found nothing and said if I call 1 more time pranking them they'd have me arrested or they wouldn't come. Now I'm scared that one day they'll come into my house and do something horrible...
Is there anyway you can like film or take a picture of them? So it could be proof that you weren't lying and help them find whoever the hell they are and maybe they might be like a bit scared knowing they've been caught in camera?

First off make sure that it is really a person and not the wind or a squirrel. Then make sure to tell ur parents that someone is stalking u. Getting security cameras or weapons should be easier than. get your phone, and record a video of them, careful not to get caught. if you get caught recording a video of them, they might do something.
