You'll need to learn HTML & CSS, JavaScript, jQuery, PHP, mySQL and Asp.net
To get the website up and running on a server than you'll have to buy a host connection to add your site to the internet server and get a host name etc.
You'll need to get your website licensed too.

first go learn basic coding then idk some programming is it? idk they're the same to me but nobody can create websites with no prior experience or knowledge on the basics on a whim 2 reply

It should be doable and pretty straight forward. The most important thing to take into account when building a website is how are you gonna store your data. I suppose they have all mangas stored in one db table with relations to uploaded pictures, users have their own db table with the content related to the users.
