Help me find its name!!

I don’t remember much but it was one of the scenes where the mc is acting like a villain or a terrorist on top of a building starting to start some kind of fire which other ig hunters.. are filled down below like he made that act because he needed to gather many hunters down below the building, but those fires were all an illusion and getting ready for them to prepare of an actual fight against a some kind of monster or something. He has one of power that he can make an illusion but it doesn’t really hurt many people during that scene. I want to reread this but I forgot the name of it
