Where are you reading this from? i've not heard this. Maybe you're thinking about emancipation? 16+ teens can legally be emancipated if they go through the proper court procedures. (parent approval, proof you can take care of yourself, etc etc.)

I believe I know what you are talking about, this is “supposedly” a potential law / series of laws to change what age certain people could be tried for as adults.
