You can click on the green "voted" button right under the star rating to see people's comments/reviews they left when adding stories to their lists, but most of them don't really write reviews anymore.

Honestly not sure, I only found out about it when someone pointed it out on the forums after the lists and reviews were gone lol.
Yes, it's always been there. But it's sorted by most recent, so unlike the comments/reviews, you can't upvote summaries to the top.
