is free internet always gonna end up dangerous?

i realized, compared to most sites with a vacuum moderation this site is probably the best experience of it... yet anonymous and filled with problematic people
has there ever been a site with little moderation and anonymous users that came out to be a successful safe space for anyone? why is it that it just becomes extremely toxic?
the best example of this is 4chan which ive never been in and only heard stories, to me its fascinating and scary how much people become such monsters when they get a litte hole of freedom of speech on the internet.. has is ever happened to any of y'all? to fall for such absurdity and just troll, scam, threaten and even little mischivious deeds? curious. (if you do not understand, im sorry english isn't my first)
