His name is Lord Ricon from Suitor Armor (on webtoons) and honestly his one of my favorite villains. Not because he’s cool or whatever but I genuinely think he’s threatening which I like from villains. When villains make you feel fear whenever they step in the room, I think you’ve made amazing villain.
