I think what makes something yoai is explicit MM sex scenes with prettier characters than you see in bara. It's essentially erotica with a specific art style, but since the audience is primarily female, there is usually a plot too. Sometimes the plots become complex, but as long as we see MM sex, it's yoai.
For love, you might try shounen ai, I think.
It's these "extra elements" that make up what most people would essentially label as a "good" yaoi. A good yaoi would have the perfect balance of smut AND plot, but if you're not all that taken by the story aspect of yaoi, then I suggest you go lookup plain smut where all focus is on the vividly drawn sex scenes more than anything. Also, without these "extra elements," how do you expect emotional and sexual build up? It's unfortunate that you can't see the beauty in yaoi with an immersive plot, but to each their own I guess.
This manga has too many extra elements to be yaoi no one expect to read political topic its lacking love scenes or scenes that involve emotions
