I think it's Fetish by Hino Garasu, but I can be wrong.
It's a scene from the prequel of "Photograph" oneshot by Hino Garasu. It's called "Baeutiful Days". They are both from a set of collection of oneshots. Sadly, I couldn't find an online reading link for it. But you can download it from Yaoi Otaku. The scene you are looking for come around page 8.
