No apparently he had some ptsd from that secret island arsenal 4 years ago... because when isaac left him tied to the post with a broken arm, he was captured by the enemy (i think cole) and they may hv done things to him thus leading to trauma.... and in the novel, tony mentioned that the boss’s memory of the past that caused him trauma is hazy... soooo hes not stupid for not remembering isaac... just horribly dense
