I think most of you don't know what character development is. Keith is in no way developing as a character, why? because he hasn't learned anything. Yes, he may have "gotten better" but that doesn't change the fact that he never apologized for raping Yeonwoo and he doesn't think that he did anything wrong. Character development doesn't necessarily mean that the character has gone from the bad person to the good. It means that they realized their mistakes and took action in themselves to change to become better, which is something that Keith hasn't done. I doubt Keith will ever get character development seeing as the story is kind of all over the place with no real ground to go off of.
