I don't think Ryou is in love, in lust maybe because he was turned on by Itsuki in drag. If it was a full story, it might show the relationship developing and Ryou getting turned on by Itsuki even without make up. I don't see it any differently from a person wearing a sexy outfit to entice their partner.
