I could see that being the case, but I also feel like it might just be the authors style to make it really obvious. I could see it going either way ╥﹏╥
I agree I think the author is making us think it's the governor's scheme and then twist the story or just like he/she said it could also just be the way the author tells the story （￣へ￣）it's 50 50 for me so I can't really get frustrated with this or the governor
I get that the governor’s super shady but idk it just seems too obvious... like it’s being thrust in our faces how shady he is I can’t help but think there’s more to this that we don’t know
