uke is usually the one who bottoms, who gets penetrated.
seke is a mix of the two, they mix it up but the stories/manga/etc. don't always keep that consistent.

but dominant and submissive is an entirely different thing from the positions during sex. dominant is someone who dominates or leads during the sex while submissive is someone who more likely follows the dominant person. like.. a top maybe dominant but he can also be submissive but they surely be the one inserting their d likewise a bottom maybe dominant or assertive too but they surely be the one receiving.
