The Wikipedia for this manga says that it takes place in "Turkic Central Asia, in a rural town near the Caspian Sea." I seem to remember reading that it would be modern day Uzbekistan, but I can't find a source now.
The clothing design and embrodiery looks like it's from samarkand.
