They are half-siblings. I've read somewhere that its the reason why the emperor hated the siblings because Cayeyna reminded the emperor of the empress and Rezef is Rapahel's half sibling.

Emperor + Empress = Cayeyna
Empress + Raphael's Dad = Rezef
Emperor + woman who is being used by Duke Heinrich to threaten the emperor = Cute little brother

But Rezef does not have any rights to the Duke Raphael's title and wealth because it's from his mother's side and their father is from a lower nobility from what I can remember.
