I think its cuz well he’s as strong as the emperor it was mentioned that the emperor is so strong he doesnt need a guardian but just my opinion tho

I think that they mentioned that the Enperor lost his Guardian becuase of something having to so with his wife. So definitely we don't know why the older brothers Guardian hasn't been seen maybe there's another reason .
