Only when Emperor saw them for the first time, he recognized that they are his kids, bruh. What's he going to do, then? Bring them back to the house frequented by the rebels while FL is away?

Not only that, the man has probably did horrible crimes in his past. All the FL wanted to do was live a peaceful and happy life with her children but that cannot be achieved because of the ML.
