I was not able to read all the kanji but as far as I can understand,I stated above what I understood :)
I have yet to watch the live-action, therefore I don't know which parts are different from the manga but based on what you said, I'm kinda glad I still haven't watched it ε=ε=(ノ≧∇≦)ノ
I saw in the live acction that they dire...please give me a spoiler...Do either of them die at the end?

*Mizuki's father,Chief Superintendent Hibino Kunihiko will die. He will be killed by Tamura Konatsu.
*MPD Superintendent General, Kitagawa Kiichiro was in a romantic relationship with Yuiko-sensei
*Kitagawa revealed himself to be Ikuo's biological father.
*Ikuo's mother is the daughter of the person who killed Kitagawa's family. (the irony when the killer's daughter and the only survivor of the massacred family had that kind of "accidental stuff)
*At the time of the Mahoraba incident, Kitagawa orders Yuiko to shoot Ikuo,hence the image of *yuiko-sensei pointing gun at Ikuo.. Kitagawa, knowing that she can't shoot Ikuo, shot Yuiko instead.
and a very crucial info in the story as of yet...
*Mizuki will visit the Mahoraba and will be told of the truth that Yuiko-sensei survived the incident 17years ago. The thing is, by the time Mizuki visits Mahoraba, Yuiko-sensei already passed away 1 year ago.
* The last page of volume 22 contains the most important statement by Kitagawa but I couldn't understand the kanji used there so..yeah...I'm sorry about this (I'm cursing my inability to read this...ughh)
