If you click on a persons username and go to their profile page, below the option to follow is the option to block.
Click on the profile you want to block. Go scroll all the way down to their follow or followed. Once you're there you will see a block button in the left side.
Hope this made sense
go to their account, and you see a block sign in red, press it, and now you blocked someone, yay.
