anyone know how to remove a chapter when someone uploaded over or reupload same chapter?

Which one suits the most. You can choose "there are wrong chapters" and specify under it as "please delete x chapter.". You can also choose "other problem" and write shortly&clearly what you want to be changed such as " x is wrong/ please delete x" etc etc.
