I believe the seme didn't cheat on the uke before but he was not serious either, that's why he caused all those misunderstandings and he didn't go after the uke when they first broke up. The seme even says it in the first chapter, everything was a misunderstanding. He might have been flirting with some girl because he didn't take his relationship with the uke seriously enough.
Flirting with a other girl/boy is cheating. At least in my opinion. If you're in a relationship You shouldn't even think of flirting with other girls/boys. If you're not serious about your relationship with your current lover, just break up with them, or You should state from The beginning that You don't want anything serious, so they can know what to expect from The start. That way there's no misunderstanding and no false hope for something more.just like that. I think that should be easy. My opinión though.
